NIPER Raebareli was set up at Raebareli to balance regional development and promote pharmacy education in different states. NIPER Raebareli was set up under NIPER Act on September 06, 2007 . For the setting up of NIPER Rae Bareli, nearly 50 acres of land were allotted in 2013 free of cost by the Uttar Pradesh government. NIPER Raebareli was set up in Raebareli, and infrastructure was created at Raebareli by spending crores of rupees. The entire infrastructure created at Raebareli has been dismantled and it has been shifted to Lucknow. It has been done by Dr. SJS Flora with the active connivance of certain officials from the Department of Pharmaceuticals (DoP), Ministry of Chemicals and Fertilizers, Government of India. Without the blessings of some influential bureaucrat of DoP, not possible for Dr. Flora to decide on dismantling infrastructure and then shifting the Institute to Lucknow by spending crores of rupees of taxpayers’ funds. As we all know that if a scientist gets a Nobel Prize then it is clearly mentioned for which work he got that great award. (NOBEL PRIZES 2020)
I tried to find the work that made him number one in India. This was a difficult task as he worked for DRDE part of DRDO, a defense organization in India. Most of his work was secret and not publicly available.

Dr. S.J.S. Flora, Scientist ‘G’ (Associate Director) Head, Division of Pharmacology, Toxicology and Regulatory Toxicology at Defense Research and Development Establishment, Gwalior, got his Ph.D. in 1985 and was a postdoctoral research associate at Utah State University, USA. His most highlighted contribution has been the development of a new drug for chronic arsenic poisoning which was approved by the Controller General of India (DCGI) and has finished Phase I human clinical. He has published more than 275 research papers, 75 review articles/chapters in international books, 3 patents, and more than 10,000 citations in international literature. He has published three books including the prestigious "Handbook of Arsenic Toxicology" published by ELSEVIER/ Academic Press (USA).
