Best example of how Bureaucracy and Top rankers play with the system without any accountability – but the blame always goes to the political class

NIPER Raebareli was set up at Raebareli to balance regional development and promote pharmacy education in different states. NIPER Raebareli was set up under NIPER Act on September 06, 2007. For the setting up of NIPER Rae Bareli, nearly 50 acres of land were allotted in 2013 free of cost by the Uttar Pradesh government.

 

NIPER Raebareli was set up in Raebareli, and infrastructure was created at Raebareli by spending crores of rupees.

The entire infrastructure created at Raebareli has been dismantled and it has been shifted to Lucknow. It has been done by Dr. SJS Flora with the active connivance of certain officials from the Department of Pharmaceuticals (DoP), Ministry of Chemicals and Fertilizers, Government of India. Without the blessings of some influential bureaucrat of DoP, not possible for Dr. Flora to decide on dismantling infrastructure and then shifting the Institute to Lucknow by spending crores of rupees of taxpayers’ funds.

No permanent campus was built in Raebareli for all these years. From 2016 onwards.

The role of Dr. SJS Flora (Director for almost five years) and certain officials (serving more than five years at DOP) from the Department of Pharmaceuticals (DoP), Ministry of Chemicals and Fertilizers, Government of India becomes more questionable as three national-level institutes (National Institute of Fashion Technology, Rajiv Gandhi Institute of Petroleum Technology, and the National Institute of Pharmaceutical Education and Research) were notified for Raebareli. These three institutes started functioning in the rented premises of ITI Limited, Raebareli. Within six years, NIFT and RGIPT had their permanent campus and building in the Raebareli. And NIPER Raebareli under the poor leadership of Dr. Flora shifted to Lucknow after dismantling infrastructure built.

Only NIPER Raebareli has taken a PRIVATE BUILDING ON RENT, while the space was available in ITI Campus, Raebareli.

NIPER Raebareli is paying a rent of Rs. 8,34,000/- per month or Rs. 1,00,08,000 (Rs. One Crore Eight Thousand only) every year excluding taxes and excluding power bills for a built-up area of approximately 11655 square meters with 5 acres of total land.

- No Open Tender floated

- No advertisement to hire a building

- Search Committee decided to search the building for rent within one day.

The rent agreement dated 19/07/2018 had been made one year prior to taking the Rent Reasonableness Certificate from CPWD for the monthly rent amount of Rs. 8,34,000. The issue date of the Rent Reasonableness Certificate was 05/07/2019 for the monthly amount of Rs. 6,15,426.

Two buildings that were shortlisted belonged to the same owner both in Sarojini Nagar, Lucknow:-

- Sky Public School, Sarojini Nagar, Lucknow

- Heeralal Yadav Institute of Technology & Management, Sarojini Nagar, Lucknow

The rented building for NIPER Raebareli in Lucknow falls in Sarojini Nagar, Lucknow, and Dr. SJS Flora is also a resident of Sarojini Nagar, Lucknow. It is not a coincidence. It is a deliberate action on the part of Dr. Flora.

Dr. Flora did a 10-year agreement with Heera Lal Yadav Trust. It means that there is no plan to develop a permanent campus for NIPER Raebareli for at least the next ten years.

When we raised questions under RTI Act. See how they responded and made fun of everything.

1. Who gave the approval to shift NIPER Raebareli from Rae Bareli to Lucknow?

 Is it possible for Dr. SJS Flora or any bureaucrat from the Department of Pharmaceuticals (DoP), to approve a shifting of campus from Raebareli to Lucknow when it has been set up in Raebareli under the Act of Parliament? Are they (Dr. SJS Flora or bureaucrats from DoP) above Parliament to take a decision to shift NIPER Raebareli to Lucknow?

2. When the facility was available at the ITI campus (government facility) then why it has been shifted to a private building?

3. On being asked about the process by which NIPER hired the private building.

They maybe asked some more questions, but he is not ready to answer any questions.

1. How much of taxpayers’ fund has been spent on creating infrastructure at Lucknow for NIPER Raebareli?

2. How much of taxpayers’ fund has been wasted on transporting scientific instruments and other infrastructure from Raebareli to Lucknow?

3. Why the Institute is on transit campus only when the land was allotted almost eight years ago?

See above efforts made by DoP before joining NIPER-R by Dr. Flora. But after joining Dr. Flora there was no attempt by him for permanent campus though he shifted NIPER Rae Bareli from one transit campus to another transit campus. What NIPER, Rae Bareli has achieved from this is the big question. Only the wastage of public money.

ABOUT COMMITTEE HEADED BY THE DIRECTOR THAT DECIDED NEW BUILDING FOR NIPER RAEBARELI AT LUCKNOW AND THEIR DECISION THAT MISGUIDED ONE AND ALL

Last but not the least, the Committee that decided the hiring of the facility at Sarojini Nagar, Lucknow, told certain lies.

The Committee comprised Mr. Shibli Wasim (Rep. of/from Stores & Purchase), Ms. Mona Jain (Rep. of/from Finance & Accounts), Dr. Rahul Shukla (Assistant Professor), Dr. L. K. Puli (Assistant Professor), Dr. K. N. Tiwari (Assistant Professor), and Dr. A. D. Sharma (Dy. Registrar) and Director.

• None of them is from a BUILDING WORKS background.

• This Committee including Dr. SJS Flora, Director, NIPER Raebareli told LIE that the new place is the most suitable for the transit campus.

• Comparative statement is useless as two buildings had the same owner.

• No Expression of Interest, no advertisement, and no tender.

• Two out of three sites are owned by the same set of persons.

• The Committee had members which were from NIPER Raebareli only.

• Not a single member was from CPWD or any other relevant government agency.

• All members were contract employees of NIPER Raebareli. Director himself is otherwise on the contract for a period of five years.

• No approvals were taken from any government agency before the rent agreement was executed.

• Land was allotted to NIPER Raebareli about 8 years ago. Dr. Flora could not ensure the permanent building in the last about five years.

• This Committee searched APPROPRIATE BUILDING within days.

• The Committee visited four different locations in Lucknow on the same day (25/02/2018). It also shortlisted three buildings. Whole work completed within one day and that too, in working hours. A commendable job is done by the Committee members.

• It is on record that the first meeting of the Hiring Committee took place on 22/02/2018 with the mandate to search for a new rental campus.

Facts given by the Committee are PATENT LIE AS WELL AS BLATANT LIE.

Google Maps can tell in few seconds about exact distance, proximity to the highway connecting NIPER, Rabreli (ITI Campus), and proposed transit campus, allocated site for the construction of the permanent campus. When there exists NO NIPER, Raebareli (ITI campus) so proximity to that campus had no meaning.

The proximity of Transit Campus to Allotted Land: FACTS

• New Transit campus is 34 to 40 km away from allotted land.

• Old Campus (ITI Campus) is 40 km away from allotted land.

Dr. SJS Flora has proved that they are above Parliament. Parliament may decide to set up NIPER Raebareli but they will decide whether to run it at Raebareli or at Lucknow.

With a 10-year Lease Agreement, it has already been decided that the permanent campus will not be there in near future.
