Best example of how Bureaucracy and Top rankers play with the system without any accountability – but the blame always goes to the political class
NIPER Raebareli was set up at Raebareli to balance regional development and promote pharmacy education in different states. NIPER Raebareli was set up under NIPER Act on September 06, 2007. For the setting up of NIPER Rae Bareli, nearly 50 acres of land were allotted in 2013 free of cost by the Uttar Pradesh government.
The entire infrastructure created at Raebareli has been dismantled and it has been shifted to Lucknow. It has been done by Dr. SJS Flora with the active connivance of certain officials from the Department of Pharmaceuticals (DoP), Ministry of Chemicals and Fertilizers, Government of India. Without the blessings of some influential bureaucrat of DoP, not possible for Dr. Flora to decide on dismantling infrastructure and then shifting the Institute to Lucknow by spending crores of rupees of taxpayers’ funds.
No permanent campus was built in Raebareli for all these years. From 2016 onwards.
The role of Dr. SJS Flora (Director for almost five years) and certain officials (serving more than five years at DOP) from the Department of Pharmaceuticals (DoP), Ministry of Chemicals and Fertilizers, Government of India becomes more questionable as three national-level institutes (National Institute of Fashion Technology, Rajiv Gandhi Institute of Petroleum Technology, and the National Institute of Pharmaceutical Education and Research) were notified for Raebareli. These three institutes started functioning in the rented premises of ITI Limited, Raebareli. Within six years, NIFT and RGIPT had their permanent campus and building in the Raebareli. And NIPER Raebareli under the poor leadership of Dr. Flora shifted to Lucknow after dismantling infrastructure built.
Only NIPER Raebareli has taken a PRIVATE BUILDING ON RENT, while the space was available in ITI Campus, Raebareli.
NIPER Raebareli is paying a rent of Rs. 8,34,000/- per month or Rs. 1,00,08,000 (Rs. One Crore Eight Thousand only) every year excluding taxes and excluding power bills for a built-up area of approximately 11655 square meters with 5 acres of total land.

- Search Committee decided to search the building for rent within one day.
The rent agreement dated 19/07/2018 had been made one year prior to taking the Rent Reasonableness Certificate from CPWD for the monthly rent amount of Rs. 8,34,000. The issue date of the Rent Reasonableness Certificate was 05/07/2019 for the monthly amount of Rs. 6,15,426.
Two buildings that were shortlisted belonged to the same owner both in Sarojini Nagar, Lucknow:-
- Sky Public School, Sarojini Nagar, Lucknow
- Heeralal Yadav Institute of Technology & Management, Sarojini Nagar, Lucknow
The rented building for NIPER Raebareli in Lucknow falls in Sarojini Nagar, Lucknow, and Dr. SJS Flora is also a resident of Sarojini Nagar, Lucknow. It is not a coincidence. It is a deliberate action on the part of Dr. Flora.
Dr. Flora did a 10-year agreement with Heera Lal Yadav Trust. It means that there is no plan to develop a permanent campus for NIPER Raebareli for at least the next ten years.
