Best example of how Bureaucracy and Top rankers play with the system without any accountability – but the blame always goes to the political class

NIPER Raebareli was set up at Raebareli to balance regional development and promote pharmacy education in different states. NIPER Raebareli was set up under NIPER Act on September 06, 2007 . For the setting up of NIPER Rae Bareli, nearly 50 acres of land were allotted in 2013 free of cost by the Uttar Pradesh government.   NIPER Raebareli was set up in Raebareli, and infrastructure was created at Raebareli by spending crores of rupees. The entire infrastructure created at Raebareli has been dismantled and it has been shifted to Lucknow. It has been done by Dr. SJS Flora with the active connivance of certain officials from the Department of Pharmaceuticals (DoP), Ministry of Chemicals and Fertilizers, Government of India. Without the blessings of some influential bureaucrat of DoP, not possible for Dr. Flora to decide on dismantling infrastructure and then shifting the Institute to Lucknow by spending crores of rupees of taxpayers’ funds. No permanent campus was built in Raebarel...

Appointment of inferior faculties in NIPER-R on the cost of students future

NIPER, Rae Bareli was established to provide the best in class pharmaceutical education and research. Initially, NIPER, Rae Bareli appointed faculty on a contract basis. However, in faculty recruitment, all the necessary conditions like necessary qualifications and experience were duly followed. Most contract faculty appointed at NIPER completed their Ph.D. And due to postdoctoral experience from abroad and his honest effort and ability, NIPER achieved 18th rank in NIRF.

However, after the sanction of the regular post, NIPER, Raebareli advertised faculty posts for Associate Professor and Assistant Professor in several departments by open competition.

Let us see how the regular faculties were appointed in NIPER, Raebareli.

Quality of Faculty Appointed

Let us talk about the quality and experience of selected faculties.

One Associate Professor in the Department of Pharmacology and Toxicology was appointed who finished their Ph.D. in 2017.

Do not expect the question of "Post-Doc" or the number of students-guided in  Ph.D.  by him.

Similarly, one Associate Professor selected in the Medicinal Chemistry Department that never cleared the NET or GATE examination which is considered essential for pursuing a Ph.D.

Again no question of "Post-Doc" or the number of students-guided in  Ph.D.

Can anybody believe this? The essential qualification for the post was Ph.D. and 8 years of research/teaching experience.

In the NIPER Act, the Government already declares this institution as an "Institution of National Importance" in the field of pharmaceutics to produce world-class students who can compete internationally.

The Government had the vision to develop the institute on the lines of IITs and IIMs.

But as you have read in an earlier post that top officials have other philosophies. Philosophy of personal gain, either in terms of career or money.

One thing that is very interesting that this is almost a year after faculty appointments at NIPER-R. You will not find the profile of most faculties on the NIPER-R website. (niperraebareli.edu.in).

Why are these things hidden?

Once you compare with IITs, where faculties are selected based on publication in reputed journals like ACS. Whereas the easiest method in NIPER -R is that you have to publish a review article with the director to get the post. Most of them in paid journals.

One selected candidate as Assistant Professor in Pharmacology and Toxicology Department is a Ph.D. student of Director who has only 4 years 3 months experience after Ph.D. and that too in four different organization.

The question is what did the selection committee want? When many qualified candidates with quality publications and good experience were available, why did the selection committee choose these inferior faculties? Many excellent candidates with postdoctoral experience including Ramanujam Fellow and Inspire Faculty also applied but were rejected by Selection Committee.

One can easily visit the LinkedIn profile of selected candidates and easily judge their quality of research. Even Selection Committee didn’t bother to know about teaching skills and student feedback from their previous employment of selected faculty. NIPER is an Educational Institute and each faculty must have excellent teaching skills with in-depth knowledge of the subject.

Result Declaration and Joining of Selected Candidate.

The result of the advertisement was announced on 10 February 2020. what a miracle? Some selected candidates appeared in NIPER, Rae Bareli 4th, 5th, and 10th February 2020 before the results were declared. In the result declaration of 10 February 2020, it was mentioned that the offer letters of the selected candidates were being sent by email. The question is how did these candidates get an offer letter before 10 February 2020. Did they submit their Medical and Character Certificate at the time of their joining? Or they had already dreamt of their selection and got their medical certificate ready.

Selected Candidates in Name in Committee prior to their joining

It is also interesting to mention that a few selected candidates name were added to the list of Committees even before they joined NIPER, Raebareli. The NIPER, Administration had already accepted them as faculty of NIPER, Raebareli before their joining.

 What about Student Future

Nobody cares about the student's future. Students will be left only with false promises and mediocre training which will largely hamper their future and life.

Comments

  1. Indian National institute always play with students life need to drop antonomous status to national institutes and bring everything under one control. These types of professors will make students as labour to pharma companies not as an entrepreneur shame on quality of education in NIPER Raebareli

The Big Canadian Dreams & Future of NIPER, Raebareli

There are two stories that are connected to each other, although they have no direct connection. The First Stroy   In 2008, the Government of India notified 3 national level institutes National Institute of Fashion Technology ( NIFT ), Rajiv Gandhi Institute of Petroleum Technology ( RGIPT ), and the National Institute of Pharmaceutical Education and Research (NIPER) in Raebareli. All these 3 institutes started functioning in the rented campus of ITI Ltd. Raebareli. After 5 to 6 years, NIFT and RGIPT got their permanent campus and building in the Raebareli district and established themselves. Now, they are fully functional from their campus in the district Raebareli. RGIPT, Raebareli NIFT, Raebareli NIPER, Raebareli was also functioning in the rented campus of ITI Ltd in Raebareli. In 2013 , the Government of UP had allotted approximately  50-acre land free of cost to build a permanent campus of NIPER, Raebareli in Bachrawa district Raebareli. Accordingly, the Department ...

THE NUMBER 1 SCIENTIST IN INDIA!

The above three photos are taken from the main page of the official website of NIPER-R .  These are historical images because for the first time any scientist has become number 1 ( 44th in the world ) in the history of Indian science. As we all know that if a scientist gets a Nobel Prize then it is clearly mentioned for which work he got that great award. ( NOBEL PRIZES 2020 ) In the case of the Booker Prize, they also mention the name of the book. ( Booker Prize 2020 ). I tried to find the work that made him number one in India.  This was a difficult task as he worked for DRDE part of DRDO, a defense organization in India. Most of his work was secret and not publicly available. But still, I tried to find it and I got some information According  benthamscience.com Dr. S.J.S. Flora, Scientist ‘G’ (Associate Director) Head, Division of Pharmacology, Toxicology and Regulatory Toxicology at Defense Research and Development Establishment, Gwalior, got his Ph.D. in 198...

Research without chemicals a new art developed by NIPER-R

Do you think research can be done without chemicals? Most of you would say that it is not possible. But I can prove that it is possible if it is done under the supervision of India's No. 1 scientist. Scientists from NIPER Raebareli not only published 4-5 research/review publications but also guided 2 Ph.D. students using the compound Monoisoamyl Dimercaptosuccinic Acid (MIADMSA) in the last two years. Now you can say that but they used MIADMSA. So wait, let me explain. According to the RTI reply of NIPER Rae Bareli, there is no record of that chemical with the NIPER store. As you know that when a chemical is purchased it should be entered in the store records and then issued to the indenter. As there are no records in the store, this means that no chemicals were used in the research.                                                    So it is possible...
